Housing Australia's Chief Executive Officer (CEO) reports to the Housing Australia Board and is responsible for the day-to-day administration of the organisation. Housing Australia's leadership team comprises the CEO and nine direct reports overseeing key business areas.

Scott Langford | Chief Executive Officer Scott has had a 20 year career in housing development, management and investment spanning the private sector and community housing industry. He believes that affordable housing is the foundation for a healthy housing system with pathways to home ownership also crucial for social and economic well being. Prior to joining Housing Australia, Scott led significant innovation to mobilise institutional investment into affordable housing in Australia in his role as Group CEO of SGCH, a leading community housing provider serving 12,000 customers living in 7,000 homes. Bringing together capital and capability, SGCH had residential assets under management of approximately $3.9 billion, and mobilised over $1.01 billion of private sector investment. Scott held prior roles including General Manager of Housing and Urban Development for Junction Australia and Executive Director of Habitat for Humanity Australia, after working in the private sector in construction and development. A Chartered Surveyeor (MRICS) with a housing management and development specialisation, Scott also holds an MBA and postraduate qualification in property development, and is a Fellow of the Australian Institute of Company Directors. | |
David Le | Acting Chief Financial Officer David leads the Finance and Treasury teams, overseeing the agency's overall financial performance, funding requirements, and bond issuances in the debt capital markets. With over 15 years of experience in financial services and audit across both the private and public sectors, David brings a wealth of expertise to the role. David has successfully led teams at Export Finance Australia with prior experience at other financial institutions, including ANZ. He has extensive commercial and government expertise in financial planning and analysis (FP&A), financial accounting, and treasury operations. David is a Chartered Accountant and holds a Bachelor of Commerce majoring in Accounting and Finance from the University of Sydney. | |
Rowena Johnston | Chief Credit Officer Rowena leads Housing Australia's Credit Assessment and Portfolio Management teams, and is responsible for Housing Australia’s credit risk management and execution, including transaction assessments and approvals, management of exposure and diversification levels, and overall portfolio risk appetite and profile. Rowena is also Chair of the Housing Australia Credit Committee and a member of the Housing Australia Social Bond Working Group. Rowena has over 20 years’ experience in banking and finance, primarily in property and infrastructure. Prior to joining Housing Australia, Rowena worked with the Commonwealth Bank of Australia, St.George Institutional Bank, Macquarie Bank and ANZ. Rowena holds two degrees from the University of New South Wales in economics, finance and organisational behaviour and management, as well as qualifications in psychology from the University of New England. | |
Jennifer Chew | Chief Program Officer, Home Ownership Jennifer leads the Home Guarantee Scheme at Housing Australia and commenced with the organisation in early 2020 when the Scheme launched. Jennifer is responsible for the administration of the Home Guarantee Scheme, which includes managing a panel of over 30 lenders who offer the Scheme in the market. | |
Peter Anderson | Chief Program Officer, Major Programs Peter leads the Major Programs team at Housing Australia. The Major Programs team is responsible for the administration of the Housing Australia Future Fund Facility and National Housing Accord Facility, to support the delivery of 40,000 new social and affordable homes across Australia over a 5-year period. | |
Turi Condon | Chief Corporate Affairs Officer Turi leads the Corporate Affairs team at Housing Australia. The Corporate Affairs team manages the communication and relationships between Housing Australia and its stakeholders, including the public, media, and government, oversees internal communication and engages in brand management to build trust, protect and enhance Housing Australia's reputation and support its strategic goals. | |
Michael Camerlengo | Chief Origination Director Michael leads the Origination team at Housing Australia. The Origination team works closely with key state and territory governments, community housing providers, investors and other transaction partners to deliver long-lasting community impacts across the country. Prior to joining Housing Australia, Michael worked with KPMG for approximately 20 years across their Sydney, Melbourne and Hong Kong offices. Between 2020-2024, Michael was a Partner and KPMG’s Asia Pacific Head of the Government Sector, and also held the roles of Head of the Infrastructure Sector for China and Hong Kong. Michael is a corporate and project finance specialist and has led and advised on a wide range of infrastructure transactions and development projects, with a primary focus on social infrastructure including the housing, sports, health, education, culture, justice and commercial property sub-sectors. Michael is a CFA Charterholder and holds a Bachelor of Laws and Bachelor of Commerce from Deakin University. | |
Nicola Jacobs | Chief Legal Officer and Company Secretary Nicola leads the Legal and Corporate Governance teams at Housing Australia, providing advice and support to the Executive and Board in relation to all aspects of Housing Australia’s investment functions and operations. With a distinguished career spanning over two decades, Nicola brings extensive legal expertise and strategic insight to the organisation. Prior to joining Housing Australia, Nicola led the Finance & Projects practice at national law firm Lander & Rogers. She has a proven track record in advising corporate and institutional clients on large-scale residential development transactions. Her career also includes significant tenures at top tier firms Gilbert + Tobin and MinterEllison, where she specialised in delivering financial solutions for investors, developers, builders, operators and financiers across the full suite of real estate asset classes and industry sectors. Nicola’s expertise also encompasses a wide range of other areas, including corporate, property, construction, finance and investment law, governance, regulatory compliance and risk management. Nicola is admitted as a lawyer of the Supreme Court of New South Wales and entered on the High Court Register of Practitioners. She holds a Bachelor of Laws and Postgraduate Diploma in Legal Practice from Cardiff University and is a graduate of the Australian Institute of Company Directors. | |
Kirsten O’Donoghue | Chief Risk Officer Kirsten leads the Risk and Compliance team at Housing Australia, providing risk advice to the Executive and Board. Kirsten has almost 30 years’ experience in financial services across Australia, Europe, and North America, including credit underwriting from small business to institutional corporates, risk management of mergers, acquisition and divestment, remediation and regulatory change program activities, as well as advising on strategy. |
